One of the objectives of the Work Package 2 (WP2) of the European Coast Guard Functions Academy Network (ECGFA NET) project is to produce recommendations on the establishment of a Coast Guard Functions (CGF) Exchange Programme for students and experts. Here are described the main concept and elements of the future ECGF Training Network Exchange Programme.
Already existing exchange programs such as CEPOL’s European Police College Exchange Programme have been used as a model for this proposal. Moreover, the answers for the ECGFA NET project’s "Questionnaire on CGF Student and Expert Exchange" as well as the discussions at the working meetings of the ECGFA NET project are taken into account as well.
This proposal suggests that the ECGF Training Network Exchange Programme would first have a one year pilot phase after which the results would be assessed, and Exchange Programme activities would be changed accordingly and also extended, if possible. One key issue which will be assessed is whether and how the Exchange Programme could be run without an overall "Exchange Coordinator" (a task which is planned for the pilot phase) and autonomously with the help of the upcoming ECGF Training Portal.

ECGF Exchange Programme can be organised in the following four ways:
Training course exchange on a bilateral basis or unilateral
The ECGF Training Portal will be used as a platform and the main technical tool to assist with the coordination.
A call for nominations for Exchangees will be sent to ECGF Training Network members
Potential Exchangees must submit the application
Matching of hosting countries / counterparts with applications of Exchangees
Checking whether the matching has been adequate and both the Host and the Exchangee meet the professional standard and learning needs
Agreeing on the dates and other details for the exchange period; preparation of a hosting plan
After the exchange period the Exchangee is to share with other colleagues the knowledge that was gained during the exchange
Feedback is given by the Host and the Exchangee to give a clear picture of whether the objectives of the exchange have been achieved
